[Scorecard] FW: Tech Report Draft due Sept 16

Thanks to those who have sent in draft sections of the technical  
report. Great work, and lots of it! I know we have a long way still  
to go, but this work so far is quite impressive. I am putting the  
chunks into a single document for each watershed.

One thing I've noticed is that most people (Bob excepted) are sending  
in only one version of their sections. We need to have 2 versions,  
one for each watershed. Please, if you would, duplicate the text  
you've written, and then use Track Changes to make a Napa-specific  
version and a Sonoma-specific version. The results will be different  
for each watershed, and also possibly the discussions about what data  
is available, and what the recommended next steps are.
