[Scorecard] Water self reliance indicator

Hi all,
Attached are the write ups that Rainer and I worked on for the water self
reliance indicator.  We calculated 2 of the 6 proposed metrics: recycled
water and imported water.  We did the full data analysis for Napa, but did
not have time to do the same for Sonoma. Hopefully someone can plug in the
numbers since it's a much simpler system (only 2 water-treatment entities).
Frances, we'll leave the green/yellow/red scoring up to you.
