[Scorecard] The Scorecard's scoring system

Dear all -

Please take a look at the attached concept we are running up the flag 
pole for the WAF project. 

There are pros and cons to every one of the options.  I personally don't 
like letter grades, because they can be much more threatening to local 
government slugs than green, yellow, red; or bars indicating percent 
below a quantifiable goal or benchmark. Also, take a look at the 
Chesapeake website of the University of Maryland  http://ian.umces.edu/ 
It's worth cruising around in it.
