[Scorecard] Technical Report for Napa/Sonoma scorecards

Dear Napa/Sonoma Scorecard indicator leads,

It's time to start writing the Technical Reports to support our  
Scorecards.

As a reminder, three products for each watershed will be produced:
	1. the scorecard itself (1 page of cardstock, folded in half).  
Frances is creating the scorecards with input from the indicator  
leads and the structure subcommittee. A draft of the Napa scorecard  
was submitted with the current monthly report.
	2. the scorecard report (less than 20 pages, providing more detail  
than the scorecard, written for the interested lay reader, nicely  
laid out, plenty of white space). The scorecard report will be  
written after the other two products are nearly done. Its content  
will be extracted from the other two products.
	3. the technical report (up to 60 pages, lots of detail, data source  
descriptions, analysis and scoring methods, recommendations, data  
gaps, and information about the project process).  I am editing the  
technical reports with input from everyone.

Attached is an outline for the Technical Reports, to which we must  
adhere or mass chaos will result.
Indicator leads: Please write sections 3c - 3e, 4, 5, 6, and 8 for  
your indicators FOR EACH WATERSHED, and contribute your valuable  
thoughts in any form to the other sections (bullets, sentences,  
voicemails) . I really do need your input on the other sections, so  
if you don't send me anything, I'll be pestering you. Deadline for  
first draft: September 16.
Structure subcommittee members: I will draft sections 2, 3a, 3b, 7,  
and 9 FOR EACH WATERSHED, get input, and create unified draft  
documents. Deadline for first draft: September 16.

Writing guidance for Scorecard contributors
·    This first edition of the Watershed Health Scorecard should  
answer the question: how is this watershed doing in terms of the  
availability of water to meet local ecosystem and human needs  
indefinitely?

·    Vocabulary reminder: Each indicator has one or more metrics  
(what exactly gets measured). Indicators are aggregated into indices.

·    When in doubt, consult The Bay Institute’s Bay Scorecard and  
supporting documents at http://www.bay.org/ecological_scorecard.htm.   
Note that our Technical Report combines their Expanded Report and  
their Technical Appendices.
